General description
ICCROM is establishing a roster of qualified consultants to provide programme support services on an as-needed basis. The selected consultant(s) will contribute to the identification, design, development, implementation, monitoring and evaluation of programmes and projects, including donor mapping, proposal preparation, partnership engagement, reporting, and related programme coordination functions.
The roster aims to ensure rapid access to qualified professionals who can support ICCROM’s growing Programme of Work in a flexible and timely manner.
Inclusion in the roster does not constitute an offer of employment or guarantee any engagement. Consultants may be contacted depending on programme priorities, operational requirements, availability of funds, and specific technical needs.
Key Deliverables and Tasks
Under the supervision of an ICCROM staff member and in close coordination with relevant Units, the consultant(s) included in the roster may be requested to undertake one or more of the following tasks:
Support the identification, design and development of new programmes, projects, and funding proposals in alignment with ICCROM Strategic Plan 2026-2031 and PWB 2026-2027 and donor priorities.
Support the implementation and delivery of existing programmes and projects.
Conduct background research, donor mapping, and context analysis to identify partnership and funding opportunities.
Assist in drafting concept notes, logical frameworks, budgets, presentations, and full project proposals.
Support stakeholder consultations, internal coordination meetings, and follow-up actions related to programme development, delivery, monitoring and evaluation processes.
Contribute to the preparation of donor reports, briefing notes, talking points, and visibility materials.
Assist in maintaining pipelines of funding opportunities, tracking proposal submissions, and reporting deadlines.
Support liaison with governments, institutions, foundations, civil society organizations, and strategic partners, as requested.
Contribute to monitoring, data collection, lessons learned exercises, and knowledge products related to programme development.
Support field missions, events, meetings, and partnership initiatives, where required.
Perform other related tasks as requested by the Supervisor.
Required qualifications
Education
Advanced university degree (Master’s or equivalent) in International Development, Political Science, International Relations, Economics, Cultural Diplomacy, or related field.
- A university degree in heritage conservation, heritage studies, or related areas is a plus.
Work experience
Minimum of one to three years (junior level consultant) or minimum of three to seven years (mid-level consultant) of progressively responsible experience in programme development, project delivery support, donor relations, partnerships, fundraising, or strategic planning, monitoring and evaluation.
Experience in proposal writing, donor reporting, M&E, project coordination, or grants management is desirable.
Previous experience with the United Nations system, international organizations, or governmental institutions is an asset.
Skills and knowledge
Strong drafting skills with demonstrated ability to prepare clear and concise reports, proposals, and briefing materials.
Good analytical and research skills, including the ability to synthesize information from multiple sources.
Knowledge of project cycle management and results-based management principles.
Good interpersonal skills and ability to work effectively in multicultural environments.
Ability to manage multiple tasks under tight deadlines.
Sound knowledge of Microsoft Office applications (Word, Excel, PowerPoint).
Knowledge of the cultural heritage sector is an advantage.
Languages
English and French are the working languages of ICCROM. Fluency in English (oral and written) is required. Knowledge of French or another official UN language is highly desirable.
