ICCROM is an Intergovernmental Organization working in service to its 138 Member States to promote the conservation of all forms of cultural heritage in every region of the world.
For more than six decades, ICCROM has partnered with Member States to support them in safeguarding heritage within their borders and beyond. Working at the international and governmental levels, and with institutions and professionals on the ground, the organization engages and informs new generations of professionals and the general public with an interest in heritage.
The only institution of its kind in the world, ICCROM is small and agile, enabling it to respond swiftly to the needs of its Member States.
Background and Aims of the Feasibility Study
As part of ICCROM’s ongoing Digital Transformation and our commitment to operate within a harmonized, agile, and efficient business model, driven by transparency and accountability principles, there is a recognized need to move towards a more integrated IT ecosystem. This should encompass critical processes and information related to strategic planning, derived programmes and project development and monitoring, and budget implementation. Additionally, the full integration of HR processes and information into the same IT system is deemed essential for comprehensive organizational efficiency.
Currently, ICCROM operates with multiple standalone information systems, lacking integration and resulting in fragmented data across various platforms. The lack of integration and existing gaps in some of these systems pose challenges in obtaining a holistic view of organizational performance.
The aim of this feasibility study is to evaluate ICCROM’s existing IT systems, processes, and develop tailored solutions for creating an integrated IT environment tailored to ICCROM’s business needs. This integrated environment will ensure higher standards of compliance and performance, reduce operational inefficiencies, improve data reconciliation, and enable ICCROM to operate within a harmonized, agile, and efficient business model, driven by transparency and accountability principles.
Objectives
The goal of this Invitation to Bid (ITB) is to solicit proposals from qualified organizations to conduct the feasibility study for ICCROM’s IT systems integration. It aims to identify the best provider capable of assessing current systems and processes, needs, proposing integration solutions, and offering strategic recommendations for modernizing ICCROM's IT environment.
Scope of Work
The scope of this ITB includes:
- First Deliverable:
- Assessment of Current ERP system and IT Systems and processes: a comprehensive review of ICCROM’s IT systems and processes, including those related to strategic planning, project management, finance, and HR.
- Second Deliverable:
- Innovation and Modernization: Identify opportunities to innovate our operating model, focusing on people, technology, processes, and data, through the adoption of new technologies such as AI. Explore and suggest innovative solutions and technologies that can be leveraged through an integrated IT environment.
- Benchmarking Analysis: conduct a comparative analysis of similar organizations, particularly intergovernmental organizations, to identify best practices and lessons learned.
- Development of Alternative Scenarios: based on the analysis carried out, present three (3) feasible, tailored scenarios for implementing the two main deliverables (ERP study and integrated IT environment).
The selected company is expected to deliver a comprehensive report, including the evaluation of current systems, three alternative scenarios for integration, a benchmarking analysis, and detailed budget estimates.
Timeframe
Applicants must submit their proposals by 30 June 2025.

ICCROM requests that proposals prepared in accordance with the attached guidelines be submitted no later than 5 pm CEST, 30 June 2025.
