ICCROM is an Intergovernmental Organization working in service to its 139 Member States to promote the conservation of all forms of cultural heritage in every region of the world.

Background and Purpose

ICCROM is currently operating its SAP S/4HANA landscape on a public cloud platform. To ensure long-term sustainability, operational stability and alignment with enterprise-grade hosting standards for mission-critical systems, ICCROM has decided to migrate its SAP S/4HANA environment to a managed cloud infrastructure model.

This initiative forms part of ICCROM’s broader infrastructure modernization strategy, aimed at strengthening governance, resilience, security and operational control over core business systems.

The migration of SAP systems, including SAP BASIS activities, SAP S/4HANA and SAP HANA installation, system replication configuration, testing and cutover, will be performed by ICCROM’s appointed SAP implementation partner. In this context, ICCROM intends to engage a Cloud Service Provider responsible for provisioning, hosting, operating and supporting the underlying cloud infrastructure, including all cloud resources required to run the SAP S/4HANA landscape.

The present Invitation to Bid is therefore issued to identify a Cloud Service Provider capable of providing a fully managed cloud infrastructure environment, hosted on the Provider’s cloud platform, specifically designed to support SAP S/4HANA systems in accordance with enterprise and SAP standards.

Objectives

The objective of this Invitation to Bid is to appoint a Cloud Service Provider to deliver, host, operate and support a managed cloud infrastructure environment enabling the successful hosting and operation of ICCROM’s SAP S/4HANA landscape.

Through this bidding process, ICCROM seeks to ensure that its SAP systems are hosted on an infrastructure platform that provides appropriate levels of availability, security, resilience and operational support, including the provisioning and ongoing hosting of cloud infrastructure resources, while maintaining a clear separation between infrastructure and operating system responsibilities and SAP application and SAP BASIS responsibilities.

A further objective is to ensure that the selected Cloud Service Provider is able to work in close operational coordination with ICCROM’s SAP implementation partner, facilitating access to systems and infrastructure services required for SAP installation, migration, testing and ongoing operations, without assuming responsibility for SAP application-level activities.

The selected provider is expected to support ICCROM in maintaining a stable, secure and compliant SAP hosting environment over the full duration of the contract.

Scope of Work

The scope of this Invitation to Bid covers the delivery, hosting and ongoing support of a fully managed cloud infrastructure environment designed to host ICCROM’s SAP S/4HANA systems.

The expected outcome of the services under this bidding process is an infrastructure environment that is fully provisioned, configured, hosted and operational, and that can be seamlessly used by ICCROM’s SAP implementation partner to perform SAP installation, migration, testing and go-live activities.

The Cloud Service Provider shall ensure that the infrastructure environment, including the underlying cloud resources (compute, storage, networking and related platform services), remains available, secure and supported throughout the contract period, operating under a managed service model that includes infrastructure and operating system-level management.

The scope of work also includes ensuring effective operational coordination with ICCROM’s SAP implementation partner, so that infrastructure access, connectivity and supporting services are provided in a timely and reliable manner, enabling uninterrupted SAP operations while maintaining a clear separation of roles and responsibilities.

Detailed technical requirements, service boundaries and operational expectations are defined in the Terms of Reference (Annex II), which form an integral part of this Invitation to Bid.

Timeframe 

Interested firms are invited to submit their proposal by 05 February 2026, 5:00 PM CEST. Proposals received after the submission deadline will not be considered.

The estimated duration of the migration project is a maximum of two (2) months from the date of contract signature, subject to the agreed implementation plan and coordination with ICCROM’s SAP implementation partner.

Following completion of the migration project, the Cloud Service Provider shall continue to provide hosting and managed infrastructure support services in accordance with the contractual terms.
